This is a juvenile Hairy Woodpecker, you can tell because of the red on his forehead. It is raining very hard and he is bathing on the deck. His parents are not amused and calling him non-stop.
He finally is called to the tree, only to decide to hang up-side-down. His parents are still calling him as he ignores them for another minute. He finally flies to them so they can shove food into him.
What a cute little guy! I love how he is sitting on your deck like that. He does look so young. I'm glad he finally listened to his parents and flew home.
